From 1 July 2026, owners who would like to access their property that abuts Council land will be required to obtain an Access within a Reserve permit. Previously this was known as Access to a Road Reserve.

When seeking to enter a Council reserve, park or managed lawn with vehicles or equipment it is important we know who and why it is required.

This permit ensures that Council-managed land is used responsibly and that any potential impacts are carefully managed and restored.

This permit applies where access is needed to a property that abuts Council land, including situations where a contractor has been engaged to carry out works.

The process has three key steps that begins with an application submitted to Council via our permit system, Greenlight.

Access our Greenlight online permit management system here.

Residents seeking further information or wishing to apply can contact Hobsons Bay City Council.
