Set within one of Victoria’s most significant coastal ecosystems, the Hobsons Bay Wetlands Centre plays a vital role in connecting people to nature. Stage 2 will expand the Centre into a modern, accessible facility that supports environmental learning, biodiversity protection and community wellbeing.

Why this project is needed

Melbourne’s west is growing rapidly, but investment in environmental education infrastructure has not kept pace. The current Wetlands Centre is well used but limited in size and functionality, restricting its ability to meet demand from schools, community groups and visitors.

Without expansion, opportunities to connect people with this asset, and to build environmental awareness, will be constrained.

What Stage 2 will deliver

Stage 2 will transform the existing facility into a flexible, multi-purpose hub for education and community use. The project will deliver:

  • New and upgraded learning spaces
  • Flexible community and event areas
  • Improved accessibility and amenities
  • Wetlands ‘demonstration pond’ of approximately 0.5ha to support education and demonstration programs
  • Capacity to expand programs and partnerships

The case for investment

Growing demand: Melbourne’s west continues to experience significant population growth, increasing pressure on community infrastructure.

Environmental significance: the Centre sits within the internationally recognised Ramsar-listed Cheetham Wetland in Port Phillip Bay (Western Shoreline), supporting important ecosystems and migratory bird species.

Climate and resilience: wetlands play a critical role in climate adaptation, including flood mitigation and coastal resilience.

  • Victorian Government’s Infrastructure Victoria Strategy 2021-51 recommendations
  • Victorian Government’s Climate Change Strategy and the Marine and Coastal Policy
  • Melbourne Water’s Healthy Waterways Strategy 2018-28
  • North and West Melbourne City Deal proposed to federal and state governments

Our ask

In partnership with the Hobsons Bay Wetlands Centre IncHobsons Bay City Council is seeking a $5 million investment to deliver Stage 2 of the Hobsons Bay Wetlands Centre. This is a ready-to-go project that will deliver lasting environmental, educational and community benefits for Melbourne’s west.

Partnerships

In July 2024, Council committed $1.5 million to the Hobsons Bay Wetlands Centre for early works, to be completed over two years. These early works were split across two stages, Stages 1 and 2, and focus on delivering open space infrastructure. To read more about these stages, or for a detailed list of vegetation being planted in the area, visit the Hobsons Bay Wetlands Centre - early works page. Although Council has already contributed over $1 million towards this sustainability-focused project, we need help from project partners to see the full Wetlands Centre plans come alive. Council, Hobsons Bay Wetlands Centre Inc, and all project partners invite funding partnerships with the Victorian and Australian Governments to be part of this wellbeing and environmental centre for all.

Key Stakeholders

Progress of the centre development is based on key collaborative partnerships:

  • An MOU based partnership between Hobsons Bay Wetlands Centre Inc, Council, Deakin University, Melbourne Water, Greater Western Water, Ecolinc, Cirqit Health, Birdlife Australia.
  • Education/environmental/health sectors, LeadWest, Traditional Owners.
  • State and federal government ministers and Members of Parliament (MPs).
