Club-funded capital works projects

This page provides an overview of how Hobsons Bay sporting clubs can progress club-funded capital works projects, and an expression of interest form.

What is a club-funded capital works project?

A project that is funded and managed by a sporting club. These projects are generally determined as 'non-core' within the Capital Development of Sport and Recreation Facilities Policy and, therefore, will not be funded by Council. Otherwise, a sporting club may identify a priority that is not a Council priority and listed in the capital works program.

Example projects include scoreboards, shading or shelters, and floodlight improvements.

What does Council need to approve a club-funded capital works project?

Specifically what information is required will depend on the project. We will assess an expression of interest from a club, and then determine what information is required.

Generally, we will always require:

  • A letter from the club outlining that it will fund the entire project and not rely on Council for any contribution.
  • Proof of project funds, including a 15 per cent contingency.
  • A quote for the works.
  • Details of the contractor undertaking works, including insurance information.
  • Any designs of the project.
  • Written support from other site tenants.

In addition, there may be a requirement for building permits, planning permits, DEECA approval, geotech reports, soil contamination reports, power capacity reports, community engagement, or other relevant information.

What if our project is dependent on external funding?

Clubs may seek external funding through avenues such as state or federal governments, sporting bodies, and other industry partners in order to deliver the project.

It is important that the club submits an expression of interest form and discusses the project with Council before applying for external funding, to ensure the project would be supported in principle by Council.

When providing a letter of support from Council for any grant or funding programs, it is important to note that this is not an approval letter. Once funding is received, the club should notify Council to progress the process.

When should we submit our expression of interest form?

Clubs should submit an expression of interest form when it has an idea of a feasible project it would like to undertake.

It is important to submit the form and discuss the project with Council before progressing the project, to ensure that Council is supportive and that the correct steps are being followed to progress the idea.

Please submit the form when applying for external funding, to ensure Council is aware of the proposal.

How long should we expect to wait to hear from Council after submitting an EOI?

Please expect 5-10 business days to receive a response from Council regarding the project.

What are the next steps after the EOI?

Council must assess the project idea and work with the club and internal stakeholders to determine the next steps.

These steps will be dependent on the project and the site.

Which Council policy relates to this process?

The Capital Development of Sport and Recreation Facilities Policy is currently being reviewed, and is expected to be open for community engagement in 2027.
