Council is advocating for targeted investment in priority infrastructure projects that improve liveability, access and opportunities for our community. These projects focus on enhancing open spaces, activity centres, and sport and recreation facilities to meet the needs of a growing population.

Open space enhancement projects

Logan Reserve Playspace Redevelopment, Altona

Funding request: $1.2m
Project cost: $1.2m

Redeveloping the Logan Reserve playspace near Altona Beach will deliver modern maritime‑themed equipment, better lighting and a flexible events space, enhancing safety, supporting community events and creating a high‑quality coastal destination.

Regional all abilities nature playspace Cherry Lake, Altona

Funding request: $3.5m
Project cost: $3.5m

Creation of a regional all-abilities nature play space at Cherry Lake featuring inclusive play towers, sensory and nature-based elements, trails and large gathering spaces. The project will deliver a major destination for inclusive recreation, supporting families, community events and increased visitation to the area.

GF Stirling Reserve playspace redevelopment, Altona Meadows

Funding request: $250k
Project cost: $550k

Upgrade of the Stirling Reserve play space to deliver modern equipment, improved accessibility, shelter and seating. Building on recent park improvements, the project will enhance local amenity and provide a safe, welcoming and inclusive space for families and children to gather, play and connect.

Duke Street playspace redevelopment, Altona North

Funding request: $250k
Project cost: $500k

Renewal of the Duke Street playspace to replace ageing equipment with modern, accessible facilities and improved seating and shelter. The upgrade will strengthen connections to Borrack Square, creating a safer, more attractive and functional open space for families and the surrounding community.

Woods and Lohse Street district playspace upgrade, Laverton

Funding request: $1.8m
Project cost: $1.8m

Development of a new district-level play space delivering inclusive play opportunities, landscaping and shaded gathering areas. The project will support community activity, complement nearby arts infrastructure and revitalise the local shopping area.

Pipeline Reserve safety lighting, Seabrook

Funding request: $100k
Project cost: $150k

Installation of solar lighting throughout Pipeline Reserve to improve visibility, safety and usability of the space. The project responds to community and police concerns and will help deter antisocial behaviour while supporting safer use of the reserve for recreation and passive community activities.

This project has been recommended by Victoria Police and is strongly supported by local residents as a practical solution to deter anti-social behaviour.

Carinza Reserve playspace redevelopment, Seabrook

Funding request: $350k
Project cost: $700k

Redevelopment of Carinza Street Reserve to deliver a new play space, shelter, seating and landscaped areas. The project will enhance local recreation opportunities while strengthening connections to the Skeleton Creek Trail and improving environmental outcomes through planting and sustainable design elements.

Homestead Run Community Garden, Seabrook

Funding request: $150k
Project cost: $250k

Establishment of a community garden featuring raised planter beds, shade planting and seating areas. The project will promote sustainability, encourage local food production and provide a shared space that supports community connection, wellbeing and educational opportunities for residents.

Riverside Park upgrades, Spotswood

Funding request: $300k
Project cost: $500k

Upgrade of Riverside Park to improve paths, dog friendly areas, fencing and park amenities. Landscaping and planting will enhance the natural environment, while improved connections to the Hobsons Bay Coastal Trail will support increased visitation and recreational use of this important open space.

Sadler Reserve playspace upgrade, Williamstown

Funding request: $1.7m
Project cost: $1.7m

Renewal of the Sadler Reserve playspace with modern, accessible and inclusive equipment and upgraded amenities. The project will create a safer, more welcoming environment for families and ensure the reserve meets the needs of the growing community.

RJ Long Reserve playspace upgrade, Williamstown North

Funding request: $500k
Project cost: $900k

Upgrade of Long Reserve to deliver new play equipment for older children and youth, improved pathways, shelter and seating. The project will also provide a multi-purpose recreation space supporting informal sport and active use, creating a more versatile and inclusive community facility.

Activity centre enhancement projects

Pier Street streetscape upgrade, Altona

Funding request: $3.1m
Project cost: $3.1m

Staged streetscape upgrades along Pier Street to strengthen connections between the foreshore and shopping precinct, improving safety and amenity for traders, residents and visitors, and enhancing the vibrancy of this key coastal activity centre.

Aviation Road masterplan implementation, Laverton

Funding request: $2m
Project cost: $2m

Implementation of priority works from the Aviation Road Masterplan, including streetscape upgrades, improved pedestrian areas and enhanced parking. The project will strengthen Laverton’s primary activity centre, improve safety and amenity, and build on recent infrastructure investment in the surrounding precinct. This project has been shaped by community engagement.

Ross Road shared pathway lighting, Newport

Funding request: $150k for lighting
Project cost: $2.15m

Installation of solar lighting along the Ross Road shared path to improve safety and accessibility for pedestrians and visitors. The project will support evening use and improve access to nearby community and cultural facilities, including major events at the Australian Islamic Centre.

Hudsons Road streetscape improvements, Spotswood

Funding request: $2m
Project cost: $3m

Delivery of streetscape improvements along Hudsons Road including additional greening, pedestrian upgrades and traffic calming measures. The project will create a safer, more attractive and accessible activity centre, supporting local businesses and aligning with broader transport and infrastructure changes in the area.

Sport and recreation upgrade projects

D.N. Duane Reserve pavilion redevelopment, Brooklyn

Funding request: $4m
Project cost: $4m (estimate)

Redevelopment of the Duane Reserve pavilion to deliver modern, accessible and inclusive facilities for the growing local soccer community. The project will support increased participation, improve user experience and provide appropriate amenities for players, officials and spectators.

A.W Bond Reserve pavilion redevelopment, Altona North

Funding request: $4m
Project cost: $4m (estimate)

Renewal of the Bond Reserve pavilion to deliver upgraded changerooms and improved social and community spaces. The project will better support the needs of local sporting clubs and enable continued growth in participation across the community.

Paisley Park pavilion redevelopment, Altona North

Funding request: $3m
Project cost: $3m for extension

Expansion or redevelopment of the pavilion at Paisley Park to support one of Hobsons Bay’s largest soccer hubs. The project will address capacity constraints and deliver modern, inclusive facilities that support growing junior and female participation.

Note: estimate of $8m to $10m required for full redevelopment.

Greenwich Reserve pavilion redevelopment, Newport

Funding request: $3.5m
Project cost: $3.5m

Redevelopment of the Greenwich Reserve pavilion to deliver modern, accessible facilities supporting multiple sporting clubs. The project will accommodate strong participation across sports, including significant junior and female involvement, and provide improved community and social spaces.

Loft Reserve recreation precinct upgrades, Newport

Funding request: $2.5m
Project cost: $2.5m

Upgrades to lighting, changerooms and playing surfaces at Loft Reserve to support increased participation and expanded use. The project will enable greater capacity for training and competition while improving safety and functionality for a range of community sporting groups.

Edwards Reserve pavilion and sport field redevelopment, South Kingsville

Funding request: $5.5m
Project cost: $6.5m (estimate)

Redevelopment of the pavilion and sports fields at Edwards Reserve to deliver modern, inclusive facilities supporting soccer and cricket. The project will address current capacity constraints, improve playing conditions and support growing participation, particularly among female players. Immediate need for $100k to prepare concept design with cost estimates.
