New experienced team to lead Hobsons Bay

Hobsons Bay City Council is entering an exciting new chapter, with several key senior leadership roles now in place.

This week marks the official start of Phu Nguyen as chief executive officer and Hector Gaston as sustainable communities director, with two further senior appointments also confirmed. 

Phu joins Hobsons Bay following his appointment in October 2025, bringing more than two decades of local government leadership experience.

Most recently, he served as CEO of the City of Onkaparinga in South Australia, after previously holding senior executive roles at the City of Melbourne and Campbelltown City Council.

“It’s a privilege to serve as CEO of Hobsons Bay and I’m excited to get started and hit the ground running,” Phu said.

“I’m looking forward to working closely with our Councillors, executive team and staff to continue delivering for our community and shaping the future of our city.”

Hector also commenced in January 2026 and has brought more than 25 years of experience across Moonee Valley and Hume councils.

His appointment strengthens Council’s focus on community life, planning, sustainability and place-based outcomes.

The executive team, including infrastructure and city services director Matthew Irving, has also been bolstered with Chris Sutton starting as chief people officer on 12 January, and Olivia Barry set to begin as corporate services director on 25 February 2026.

Phu acknowledged the organisation’s recent period of transition and thanked those who supported Council through that time.

“The organisation has experienced significant change over the past 12 months,” he said.

“It’s incredibly positive to now have these crucial roles filled so we can provide the best possible leadership and service to our community.

“I’d also like to sincerely thank our outgoing interim leaders for their dedication during a challenging period, particularly interim CEO Kerry Thompson. Kerry has been generous with her time and knowledge, and her thorough handover has ensured I can step into the role with confidence from day one.”

Mayor of Hobsons Bay, Cr Diana Grima, said the strengthened leadership team positions Council well for the year ahead.

“This year presents a fantastic opportunity for our city,” Cr Grima said.

“With a new CEO, a refreshed executive team, a Council group with a year of experience working together, and a new Council Plan guiding our work, I’m genuinely excited about what lies ahead for Hobsons Bay.”
