Council releases Listening and Support Process report

Hobsons Bay City Council has released a report about its organisational and cultural issues.
The Listening and Support Process heard from 138 staff across Council, who detailed issues about safety and a lack of respect within the organisation over several years.
The report groups feedback under five common themes:
- Culture and leadership
- Risk and policies
- Business delivery
- Workload
- Change management
The majority of participants characterised their experience of the culture as one of distrust, fear, bullying and systemic dysfunction. They found this culture hindered productivity, collaboration, and employee wellbeing.
The authors of the report, experienced executives Brett Luxford and Jewil Fulton, also detailed 23 recommendations to be implemented across the immediate, short, medium and long terms.
Council thanks staff for their bravery in speaking up and commits to a program of change to ensure the safety and wellbeing of its staff, and continuity of service for its community.
