Kindergarten Infrastructure Services Plan (KISP)
The Victorian Government’s Best Start, Best Life (BSBL) reforms are the most significant change to Victoria’s early childhood sector in a generation.
The BSBL reforms include:
- Free kinder: Free Kinder is now available for Victorian three- and four-year-old children at participating services in standalone (sessional) kindergartens and long day care centres.
- Pre-prep: From 2025, four-year-old Kindergarten will gradually transition to become known as pre-prep. Services will offer between 16 and 30 hours each week of pre-prep, depending on where they are on the roll-out schedule. By 2036, services across Victoria will offer a 30-hour-a-week program of pre-prep.
- Three-year-old kindergarten: The continued roll out of three-year-old kindergarten, with programs increasing to 15 hours per week across the state by 2029.
- Early learning and childcare centres: The establishment of 50 Victorian Government owned and operated early learning and childcare centres. These centres are being built in areas with the greatest need and will make it easier for families to access early childhood education and childcare.
BSBL requires an expansion of kindergarten services in Victoria and is being rolled out in stages across Hobsons Bay up to 2036.
A Kindergarten Infrastructure Services Plan (KISP) has been developed by the Victorian Government in conjunction with Hobsons Bay City Council to support service planning and includes information about:
- the current capacity and demand for funded kindergarten in Hobsons Bay
- forecast demand for three-year-old kindergarten and pre-prep
- forecast ‘unmet demand’ for kindergarten – that is, the kindergarten places needed that cannot be met by current or planned capacity.
While the KISP is not a funding document, local government and not-for-profit kindergarten providers seeking co-investments through the Building Blocks Capacity Building stream must refer to, and align their proposed project with, the infrastructure need identified in the KISP.
