Hobsons Bay City Council’s roadmap for the next four years has been created and released to the community for feedback.

After months of community consultation, listening to what matters most to the people of Hobsons Bay, Draft Council Plan 2025-29 is now on public exhibition.

At the same time, three other key strategic documents are available for community feedback:

  • The four-year Draft Health, Wellbeing and Safety Plan

  • An update of the 10-year draft financial plan

  • An update of the 10-year draft asset management plan

All these plans work together to set the strategic direction for Hobsons Bay. The draft Council Plan also includes an update of the long-term Community Vision, which is the broad, overarching goal for what the community wants Hobsons Bay to look like in 2040.

This vision helps shape the long-term plans for how Council manages its finances and its assets. These updated plans now cover up to 2035.

The Council Plan and Health, Safety and Wellbeing Plan set more specific goals for what Council wants to achieve over the next four years, including health and wellbeing outcomes with a focus on vulnerable members of the community. They help Council make progress towards achieving the Community Vision, and align with the plans to manage finances and assets.

The Council Plan is broken down into four major themes, which include broad goals and specific, measurable actions to help achieve these goals. The four themes are:

  • healthy community

  • sustainable environment

  • liveable city

  • accountable Council

All four strategic documents are available for public exhibition until midday, Wednesday 26 November 2025 at participate.hobsonsbay.vic.gov.au

After reviewing all community feedback, these plans will be presented for adoption at the Council meeting in December.

While reviewing these documents, the community is also invited to provide feedback on how it would like to be consulted each year as Council puts together its annual budget.

Quotes attributable to Mayor of Hobsons Bay, Cr Daria Kellander:

“The Council Plan is a significant document that sets our path for the next four years, and it’s been incredible to see the community buy-in to help us get to this point.

“The draft plan is based on the feedback of more than 1,300 people, including hundreds of Council staff, who are out and about in our community every day.

“Together, they have helped us draft a plan that will see us work hard over the next four years to create a happier, healthier, safer and more connected Hobsons Bay.”
