Williamstown Mechanics Institute Master Plan

The heritage-protected Williamstown Mechanics Institute which was constructed in stages between 1860 and 1890 has been an integral part of the community throughout history. Although currently not in use, it has previously undergone many identities, including as an education institution, a cinema, a theatre, a public hall, a library and a museum. In more recent decades, it has been home to pivotal local cultural organisations including the Williamstown Historical Society, the Williamstown Musical Theatre Company Inc and Williamstown Film Society.  

As part of the master plan phase of the project conducted in 2024/25, Council commissioned three concept designs for the facility. These were informed by broad public consultation involving key stakeholder groups, as well as the general public. These designs were presented and discussed at the Council meeting held on 1 July 2025, where Council provided direction on the next steps in the project planning and development process.

Council resolved to undertake a detailed feasibility study and business case to further assess the proposed concept options. This phase is currently underway and involves a comprehensive analysis of each option’s risks, benefits, usage potential, patronage and cost implications. These investigations are critical to ensuring that Council makes a well-informed and sustainable decision regarding the future of the site, and that all future investment is guided by a holistic and long-term vision for the site.
