Council provides different options for apartment buildings and townhouses to access the waste and recycling service and can help you and/or your Owners Corporation to set up your bin storage to make it easier for everyone to recycle.

If you would like to receive a visit from a waste and recycling expert to help your building with your bins, please contact 1300 179 944. Council can help by:

  • customising the number of bins and sizes to suit your building
  • organising bins by streams: general rubbish, mixed recycling, food and garden, glass
  • providing waterproof signs and educational material

Council’s service isn’t suitable for all apartment buildings. We can help you decide whether the Council service or a private waste and recycling contractor will best meet your needs.

Options to consider:

1. Standard service - Each unit, flat/apartment or townhouse has its own set of four bins

2. Shared bins - An allocation of bins to be shared by the whole block of apartments, units or townhouses (Click on 'Sharing bins with your neighbours' below)

3. Partial shared bins - Some units or townhouses share bins within the block (Click on 'Sharing bins with your neighbours' below)

4. Private waste and recycling service -The whole block of apartments, units or townhouses receiving a private service, with no bins provided by Council to the block.

Sharing bins with your neighbours

Sharing bins with neighbours can be a good space-saving solution that will also reduce your Waste Service Charge.

Next steps

Step 1: Contact your neighbours and owners corporation

Before Council can provide shared bins, you need agreement from your neighbours. One resident cannot decide for a whole block of dwellings.

Start by talking with your neighbours or other residents and contact your owners corporation or building manager if you have one. 

Step 2: Complete the application form

Council’s waste and recycling experts can help you choose the number and size of bins that best suit your building.

A common combination of bins is:

Rubbish bin (240L) = 1 for every 2 units

Mixed recycling bin (240L) = 1 for every unit

Food and garden bin (120L) = 1 for every 2 units or food and garden bin (240L) = 1 for every 4 units

Glass bin (120L) = 1 for every 2 units

You can also request educational bin signage and get support to improve the set up in your bin storage area.

Owners corporation/building manager or ratepayers can apply by completing one of the following options:

Step 3: Council receives your application form

We will evaluate your application to make sure you have the right number of bins to meet your needs and to comply with Council’s waste service charge and reserve policy. 

You will be contacted by phone or email if changes are needed to your application. Otherwise, if your application is approved, we will schedule a time to change the bins.

Step 4: Bin retrievals or deliveries completed

Shared bins stickers will be placed on the shared bins after the contractor removes the excess bins.

Step 5: Waste service charge amended on your rates notice

The waste service charge will be amended for your next rates notice with the reduced fee to all ratepayers opting into sharing bins.

Step 6: Signage option 

If you have selected this option, signs will be available to collect by appointment only from the Hobsons Bay Civic Centre, 115 Civic Parade, Altona from Monday to Friday during business hours.

You can also request assistance from Council to install the signs. Depending on how your bins are stored, Council might use nails, screws, zip ties, tape or other fixings to install the signs to your fence or wall.

Tips for saving space and visually improving your property

There are plenty of great ways to save space and visually improve bin presentation if you live in a block of units, apartments or townhouses.

  • Share bins with your neighbours.
  • Set up a communal bin storage area.
  • Display waste and recycling bin signage above the communal bin storage area.
  • Increase bin space by flattening plastic bottles and cans and rip up or flatten cardboard.
  • Take your recyclable bottles and cans to a container deposit facility near you and get paid for your recycling materials.
  • Get rid of unwanted household items by donating them to a charity, using a specialist recycling service or booking a hard waste collection.
