Hobsons Bay Affordable Housing Trust
Hobsons Bay City Council created the Affordable Housing Trust to enable the delivery of affordable housing within Hobsons Bay in an efficient, flexible, and sustainable way.
The Trust is a perpetual charity registered with Australian Charities and Not for Profit Commission (ACNC) and has deductible gift recipient.
Trust aims
The trust aims to create and provide affordable housing for eligible residents, either directly or through partnerships with other value aligned organisations.
The trust supports negotiations, planning mechanisms and controls for the delivery of affordable housing.
How is the trust governed
- The trust operates independently from Council.
- A trustee is appointed and must act in the interest of the trust at all times.
- Governance is set out in the trust deed and funding agreement
Housing Choices partnership
As the appointed trustee of the trust, Housing Choices Australia work in partnership with Council to strategically grow the trust. As trustee, they manage the assets of the trust and reports to Council annually on the activities of the trust and its progress against defined objectives.
Housing Choices as the trustee are a registered housing agency, monitored and regulated by the Housing Registrar.

How to apply for housing
To be considered for future housing with the trust, residents will need to meet income eligibility requirements and have an existing connection to Hobsons Bay. Further information can be found in the allocation policy(PDF, 344KB).
All applications for housing in trust properties need to be eligible, and preferably have an application for housing on the Victorian Housing Register (VHR).
The VHR provides a single point of entry to social housing. For more information on the VHR, please visit the Victorian Housing Register website.
How to make a contribution
The trust collects, holds and manage assets in the form of dwellings, land, or cash. Developers can make affordable housing contributions that benefit eligible residents on low incomes now and in the future through the planning scheme (permit conditions and/or a section 173 agreement).
