About the amendment

Amendment C133 is proposed to make changes to local policy, zones, and overlays within the Hobsons Bay Planning Scheme to implement the recommendations of the Newport Structure Plan (NSP) and Inner Newport Heritage Gap Study.

Newport Structure Plan

The Newport Structure Plan(PDF, 52MB) is a strategic planning document that provides a long-term vision to guide land use changes, public spaces and buildings in Newport. The key components of the NSP include:

  • project overview
  • key influences
  • key issues, constraints and opportunities
  • structure plan framework comprising of objectives, strategies and actions
  • implementation

Inner Newport Heritage Gap Study

The Inner Newport Heritage Gap Study(PDF, 9MB) was commissioned to identify any sites of heritage significance within the Newport Structure Plan area that are not currently covered by a Heritage Overlay. The study area was extended beyond the structure plan boundary to include buildings of a similar historic period to the west.

The study recommends that precincts HO23 and HO22 be updated to add additional properties and recommends the creation of a new heritage overlay (HO322) on Mason Street that relates to properties associated with the Christ Church.

Current Status

The consultation period for this amendment is now closed. Council officers have considered all the submissions received to Amendment C133 and a Planning Panel has been requested via CEO delegation to consider all submissions.

A planning panel is appointed by the Minister for Planning to hear submissions about amendments to planning schemes, and to make recommendations or provide advice about if the amendment should proceed. A directions hearing was held on Wednesday, 2 November 2022 by video conference using Microsoft (MS) Teams to confirm the process and any other preliminary matters.
