Amendment C133 - Newport Structure Plan and Heritage Gap Study

At the Council Meeting of 14 March 2023 Council resolved to adopt the Amendment and submit this Amendment to the Minister for Planning for approval. The minutes from the Council Meeting and related information can be found via this link.
The Amendment has now been submitted to the Minister for Planning for approval. If the Minister approves the amendment the changes will come into effect once a notice has been published in the Victorian Government Gazette.
About the amendment
Amendment C133 is proposed to make changes to local policy, zones, and overlays within the Hobsons Bay Planning Scheme to implement the recommendations of the Newport Structure Plan (NSP) and Inner Newport Heritage Gap Study.
Newport Structure Plan
The Newport Structure Plan(PDF, 52MB) is a strategic planning document that provides a long-term vision to guide land use changes, public spaces and buildings in Newport. The key components of the NSP include:

- key influences
- key issues, constraints and opportunities
- structure plan framework comprising of objectives, strategies and actions
- implementation
Inner Newport Heritage Gap Study
The Inner Newport Heritage Gap Study(PDF, 9MB) was commissioned to identify any sites of heritage significance within the Newport Structure Plan area that are not currently covered by a Heritage Overlay. The study area was extended beyond the structure plan boundary to include buildings of a similar historic period to the west.
The study recommends that precincts HO23 and HO22 be updated to add additional properties and recommends the creation of a new heritage overlay (HO322) on Mason Street that relates to properties associated with the Christ Church.

Exhibition
Amendment C133 was publicly exhibited for six weeks from 30 June 2022 to 12 August 2022. During the exhibition period Council officers held community drop-in sessions to allow people to hear more about the amendment. A total of 37 submissions were received.
Planning Panel
A planning panel was held to hear submissions on Amendment C133 in December last year. This panel hearing ran for three and a half days from Friday 2 December 2022 to Thursday 8 December 2022.
