Community Recognition Awards
The inaugural Hobsons Bay Community Recognition Awards recognise the achievements of community organisations, leaders and volunteers in our community who are striving to make a difference and drive positive change.
The new awards celebrate both individuals and groups and shine a spotlight on the many fantastic projects, initiatives and services in our community.
Awards will be announced at a ceremony on Saturday 30 May. Winners will receive up to $500 towards capacity-building training or professional development opportunity of their choice.

Criteria and eligibility
Who can be nominated
Community members are invited to nominate:
- Individuals who volunteer or work with a not‑for‑profit or volunteer organisation, group or network.
- Community groups, clubs, services, networks, friends‑of groups and not‑for‑profit organisations.
Who can nominate
- Anyone in the community may submit a nomination.
- Individuals cannot nominate themselves. However, group members may nominate their own group.
- Hobsons Bay City Council employees and councillors cannot nominate or be nominated, with an exception for the Young Leader Award, where the Hobsons Bay Youth Services team work directly with young people and are best placed to identify young leaders within the community.
How to submit a nomination
- Nominations can be submitted online using Council’s online nomination form.
- Paper nomination forms are available upon request at Council locations, including the Civic Centre, libraries and community hubs.
- All nominations are treated confidentially. Shortlisted nominees are informed of their nomination.
What information is required
Nominators will be asked to:
- Describe the nominee’s achievements and contributions to the community
- Provide examples that demonstrate the impact of their work or service
- Provide a minimum of one referee details if required (maximum of two)
- Supporting documents (can be photos, media articles, letters etc.)
Award categories
There are six categories:
- Helping Others Award – Recognising an individual or group going above and beyond to support others.
- Through acts of kindness, generosity, and care, such as volunteering, mentoring, or creating connections to enrich the community.
- Change Maker Award – Recognising an individual or group who has led positive change in the community.
- Distinguishes those who think differently, take action, and inspire others by solving a local problem, starting a new initiative, or championing inclusion and equality.
- Sporting Spirit Award – Recognising a club, team or individual involved with community sport and recreation, through playing, coaching or volunteering.
- Celebrates contributions that encourage participation by promoting fair play, supports inclusion, and strengthens the local sporting community.
- Community Strengthening Award – Recognising a community group that has made an exceptional contribution to building a stronger, more connected and inclusive Hobsons Bay.
- This could include initiatives or projects that support social connections, promote wellbeing, celebrate diversity, or championing our environment.
- Young Leader Award – Recognising a young person (12 to 25 years of age) who is making a real difference in the community.
- This award celebrates young people who show leadership, and inspire others through volunteering, advocacy, mentoring, creating projects, or driving positive change for their peers and their community.
- Community Leader Award – Recognising a person who is making a real difference in the community.
- This award celebrates an individual who shows leadership, and inspires others through volunteering, advocacy, mentoring, creating projects, or driving positive change for their peers and their community.
Terms and conditions
- Individual nominees must live, work, volunteer, or study in Hobsons Bay.
- Group nominees must be based in or actively operate within Hobsons Bay.
- Individuals or groups who have been nominated previously may be nominated again.
- Young Leader Award nominees must be between 12-25 years by 30 June 2026.
- All nominations are initially reviewed to ensure they meet the eligibility criteria.
- Nominations that do not meet the criteria will not progress to assessment. Nominators may select one or more award categories they believe suit their nominees.
- The assessment panel will consider these choices and may place the nomination in another category if it better reflects the nominee’s contribution.
- Only complete submissions will be considered.
Assessment process
Nominations are reviewed for eligibility, shortlisted, and assessed by a cross‑Council staff panel with two independent panel members using a transparent scoring process.
Nominations are assessed against the following criteria:
- Impact: The positive difference made to the community.
- Going Above and Beyond: Service or effort that exceeds normal expectations
- Leadership and Innovation: Initiative, creativity or leadership shown
- Contribution: Contribution can be of time of weight of impact
All nominations are treated confidentially. Shortlisted nominees are informed of their nomination.

Background
Following a review in 2025 of the Citizen of the Year Awards and endorsement of the Community Recognition Awards at the December Council meeting, the Community Recognition Awards will replace the Citizen of the Year Awards.
