New Residential Zones

Background
The Victorian Government introduced the New Residential Zones into the Victorian Planning Provisions in July 2013. On 13 June 2014 the Victorian Government applied the General Residential Zone to all of residential land in Hobsons Bay. This was a transitional arrangement while Council completed strategic work to determine the application of the new zones. Council has completed three supporting strategies to inform where the new residential zones will be applied, namely the Housing Strategy(PDF, 13MB), a new Neighbourhood Character Study(PDF, 5MB) and the Activity Centres Strategy(PDF, 4MB).
On 13 August 2019, Council adopted the Hobsons Bay Residential Development Framework Plan which indicated where the new residential zones would be applied (refer to Council minutes 13 August 2019, Agenda Item 8.3.3).
In December 2019, the Department of Environment, Land, Water and Planning released new policy guidance in Planning Practice Notes 90 & 91. To align with the new guidance, minor changes were required to the residential zones as adopted by Council on 13 August 2019. These changes were adopted by Council on 11 August 2020.
