JT Gray Reserve Master Plan Implementation
JT Gray Reserve is one of Council's regional sport and recreation reserves located on the corner of Kororoit Creek Road and Maddox Road in Williamstown North. The reserve caters for cricket and soccer throughout the year and provides public open space for local residents.
Master Plan
In 2012 a master plan was prepared and endorsed by Hobsons Bay City Council to guide the future development of the reserve. The master plan facilities at JT Gray Reserve include sportsground redevelopment, an upgraded pavilion, car parking and open space enhancements. Project Updates
Latest Update - May 2022
Works are progressing at JT Gray Reserve following the minor design changes to comply with the planning permit conditions.
The pavilion construction is underway with the foundations being prepared.
Following the concrete slab being laid, the wall panels will arrive to site for installation in June.
Works will also commence to the new cricket nets and external storage sheds in the coming weeks.
Car park works will commence later in the year.
The existing sportsground flood lighting is currently being assessed with upgrade works to occur later this year once designs are finalised.

July 2021 Update
In May 2021, we raised your awareness of the planning permit conditions placed upon the construction of the new pavilion at JT Gray Reserve. Council is required to implement structural enhancements to the new pavilion to mitigate the risk to occupants from a low frequency, high consequence event within the South Crude Tank Farm associated with the Altona Refinery Complex.
In the last month, Council has been undertaking investigations to gain a clearer understanding of these requirements and how they will impact the design of the new pavilion. This work is continuing, and we are on track to have the amended concept plan and structural designs at the end of July 2021. Council has been in talks with our funding partners at Sports and Recreation Victoria who are aware of, and supportive of, the new timeframes for the construction of the project.
