Increased investment in affordable housing and the introduction of controls and planning mechanisms that mandate the delivery of affordable housing by developers through Victoria’s planning system.
Identified as a major issue in the Hobsons Bay 2030 Community Vision, housing affordability has decreased due to gentrification and access to affordable housing in Hobsons Bay is limited. House prices in Hobsons Bay have been steadily increasing over the last decade. In 2015, the median house price was $670,000 compared to $600,000 for metropolitan Melbourne. Just 41 affordable rental properties were available in March 2015 (6% of total rentals) for those on low incomes, a sharp drop since 2005 when there were 229 (45%).

Affordable housing policy
Housing costs in the middle ring municipalities such as Hobsons Bay have increased significantly over recent times. Given its close proximity to the Melbourne CBD, infrastructure, and open space, the cost of housing in Hobsons Bay has become a barrier to a sizeable proportion of households wanting to rent or buy a home in the municipality.
The purpose of this policy statement is to articulate Council’s commitment to ensuring all households in the municipality are able to live in affordable, secure and appropriate housing that meets their needs, particularly those with low and moderate incomes. A Fair Hobsons Bay for All 2019-23
Council has committed to applying an equity lens to its operations with the adoption of its first integrated social policy, ‘A Fair Hobsons Bay for All 2019-23’. The Policy strives to influence the social conditions for those who live, work, learn and play in Hobsons Bay and prioritises populations who may be more likely to experience disadvantage.
