98 per cent of Hobsons Bay’s 8,150 businesses are small businesses with less than 20 employees, with businesses across the municipality impacted by the pandemic in different ways. Throughout the pandemic Council has committed to support local businesses.
Community Support Package 5
Further support for businesses includes:
- extension to the waiver of food ($530,000) and health ($40,000) registrations and the waiver of footpath trading permit fees ($120,000) for the 2021-22 year - refunds will be provided to businesses that have already paid their fees. Council will be in touch with businesses whose bank accounts are not in our system or to validate current bank details. Businesses who haven't submitted their registrations, will still be required to do so, but the fee will be waived
- rent relief to eligible tenants of Council buildings, at this stage estimated to be in the order of $100,000 - affected businesses will be contacted directly
- a proposed $100,000 for an innovation and collaboration event to support local businesses pivot to take advantage of new and changing opportunities, with additional grants to support new and emerging business ideas - details to come
Community Support Package 4
To support our local economy and, recovery for local businesses hit hardest by the COVID-19 pandemic, $162,500 is being invested in targeted activities and programs. The format will be developed in consultation with local businesses and the community but may include grants, business development initiatives and promotional opportunities.

There is genuine and discreet support for businesses impacted by the pandemic. Business ratepayers whose turnover has reduced by 20 per cent will be eligible to receive a rate waiver. Apply before December 1.
Council has also launched its latest ‘Shop local, support local’ campaign on social media with six videos to showcase Hobsons Bay’s larger tourism and trade precincts, as well as posting photos submitted by local businesses with tag lines detailing how the community can support them.
Council will also move ahead with delivering on-the-ground infrastructure projects providing a boost for local jobs and suppliers.
Community support package 1, 2 and 3
Previously, Council released three community support packages. The first and second support packages, worth approximately $3 million combined, focused on immediate needs, with financial assistance and support funding being derived from a reprioritisation of funds in the 2019-20 financial year. The third Community Support Package was embedded in the Annual Budget 2020-21 and was worth at least $3 million.
In addition, Council put the following measures in place to relieve some of the financial burden on the small businesses that operate within our community in this trying time.
