Chief Executive Officer and Directors

The Corporate Management Team comprises the Chief Executive Officer and five Directors.

Chief Executive Officer, Bill Jaboor
Bill Jaboor has over 30 years of experience in Local Government in both Victoria and Queensland.

He was appointed to the role of Chief Executive Officer in February 2004, having previously been the CEO of the City of Greater Shepparton for nearly 10 years.

Bill has an Associate Diploma of Business Studies, a Bachelor of Arts Degree and an MBA. He has completed a short course for State and Local Government Executives at Harvard University and became a Williamson Leadership Fellow in 1996.

Director Business and Finance, Glenn O'Sullivan
Glenn O’Sullivan has considerable experience in local government in a variety of strategic financial planning positions in a number of Victorian Councils.

Coming from the City of Knox, he was appointed to the Manager Finance position at Hobsons Bay in December 2000. In May 2004 he was appointed to the position of Acting Director Business and Finance and this appointment was made permanent in May 2005.

Glenn has a Bachelor of Business Degree, is a CPA qualified Accountant and has an MBA. He is a member of the Local Government Financial Professionals and is a member of the Australian Institute of Company Directors.

Director Community Services, Peter Hunt
Peter Hunt has worked for 24 years in local government. He held a number of roles in libraries before assuming the position of Library Manager at Hobsons Bay in January 1997.

He subsequently held positions as Manager, Community Services and Manager, Aged and Library Services until May 2004 when he became Acting Director Community Services. This appointment was made permanent in May 2005.

He holds a Diploma in Community Studies and a Post Graduate Diploma in Librarianship. He commenced studying towards an MBA in 2007.

Director Organisational Development, Helen Anstis
Helen Anstis has had a diverse career spanning 28 years, which includes working in the private sector and all three tiers of government. Her roles included litigation officer, investment manager, investigator and a variety of roles in local government at Geelong and Hume City Councils before joining the executive team at Hobsons Bay in July 2004.

Helen holds a Bachelor of Business Management, is a graduate of the Australian Institute of Company Directors, has an Associate Diploma in Local Government and recently completed her MBA. She is a member of the Institute of Public Administration, Local Government Professionals and the Australian Institute of Management and Institute of Company Directors.

Director Planning and Environment, Peter Gaschk
Peter has over 20 years experience at senior executive or company director level within both local government and the private sector. Senior roles have included:

  • January 2008 to July 2008 – Manager City Strategy, Hobsons Bay City Council
  • 2003 to 2008 - Manager Strategic Planning, Hume City Council
  • 2001 – 2002 Manager Urban Planning, City of Yarra
  • 1997 – 2000 Director, RPD Group
  • 1995 – 1997 Group Manager Shire Development, Macedon Ranges Shire
  • 1989 – 1995 Director Development Services, Shire of Gisborne

    Over this time Peter has been involved with a broad and often diverse range of public and private planning developments, planning strategies, policies and schemes covering metropolitan and regional Victoria growth area planning, activity centre structure planning, natural resource management, green wedge management plans, cultural heritage initiatives, residential growth areas and economic development initiatives across Victoria and interstate.

    Peter has also assisted communities delivering a range of tourism initiatives promoting a regional network of towns in central Victoria, directed the delivery of the Macedon Ranges & Spa Country tourism brochure that formed part of the Victoria State Government Jig Saw Campaign and assisted in the development of other economic initiatives.

    He holds a Bachelor of Arts in Urban Studies, a Graduate Diploma in Urban and Regional Planning and a Masters in Heritage Planning.

     
  • Peter Gaschk
     
    Director Works and Assets, Phillip McDonald
    Phillip McDonald has worked in local government for 38 years. Prior to joining Hobsons Bay in 2002 he was the Technical Support Manager for Swan Hill Rural City Council for nearly five years.

    Before that he worked as a consultant for two years, as the Technical Services Director/Shire Engineer with the former Shire of Bulla and in a variety of positions with a number of other Councils.

    He commenced at Hobsons Bay as the Manager Engineering Services and was appointed Acting Director Works and Assets in May 2004. This appointment was made permanent in May 2005. He has a Bachelor of Civil Engineering and is a member of Local Government Professionals and the Institute of Public Works Engineering Australia.
