Hobsons Bay City Council - Amendment C82 – Caltex

Amendment C82 – proposed rezoning of former Caltex Terminal 38-48 Blackshaws Road, South Kingsville

The Minister for Planning gazetted the approval of Amendment C82 on the 8th of August 2013. 

Amendment C82 affects land at 38 – 48 Blackshaws Road and part 561 – 569 Melbourne Road, South Kingsville (the Site). The Site is identified as part Precinct 16 (P16) by the Hobsons Bay Industrial Land Management Strategy, 2008.

Amendment C82 makes the following changes:

  • Rezones the Site from Industrial 3 Zone to Residential 1 Zone;
  • Applies Design and Development Overlay – Schedule 10: The Former Caltex Terminal, South Kingsville to guide the redevelopment of the Site;
  • Applies Environmental Audit Overlay to the Site to ensure contamination from previous land uses is managed; and
  • Amends the Schedule to Clause 66.06: Notice of a permit application under local provisions of the Hobsons Bay Planning Scheme to allow notice to be given to the:
    • licensee and operator (from time to time) authorised under pipeline licence No PL118 (Somerton to Altona Licensed Pipeline), Energy Safe Victoria and the Minister with responsibility for administering  the Pipelines Act  2005; and

    • owner and operator of the Spotswood Locomotive Maintenance Centre.

The approved Amendment documents are available for inspection during office hours at the Hobsons Bay Civic Centre, 115 Civic Parade, Altona, and the Council’s libraries and can be found on the Council’s Greenlight planning permit system and the Department of Planning and Community Development website.
