The Hobsons Bay Community Fund is a perpetual philanthropic fund established to generate donations. The Melbourne Community Foundation allocates these funds to benefit and strengthen the local community for present and future generations.

The Hobsons Bay Community Fund committee members are:

Hayden Raysmith - Chair
Hayden RaysmithProf Raysmith has had a distinguished career in the public, community and philanthropic sectors.

He was the founding chair of Melbourne Community Foundation, the Executive Director of the Victorian Council of Social Service (VCOSS), chair of the Advisory Board of the Institute for Social Research at Swinburne University and held the positions of Director of Youth Affairs and Director of Public Health in the Victorian Government.

He currently chairs the Abbotsford Convent Foundation, which is developing an arts, cultural and educational precinct on the Yarra, near the Collingwood Children’s Farm.

Professor Raysmith and his wife, Lynne Wannan are a Hobson Bay residents and their children attended Williamstown Primary and Secondary schools. Hayden can be contacted on 0407 826 775 or via email at haydenr@bigpond.com
Mick Bourke
Mick BourkeMick has held the role of Chairman and Chief Executive Officer of EPA Victoria since August 2002. Prior to this Mick has headed up organisations including City West Water Ltd and Coliban Water. He has a long background in regional Victoria as well as metropolitan Melbourne.

Mick is a past Board Member of the Energy and Water Industry Ombudsman of Victoria; and the Royal Botanical Gardens. Currently he is a member of the Sustainability Victoria Board. He also holds a variety of other roles related to the environment and sustainability.

Leigh Hardinge
Leigh HardingeLeigh Hardinge JP, Past Mayor of Hobsons Bay City Council for 2006/2007.

Cr Hardinge has many qualifications and memberships. These are: Indentured automotive tradesman, Certificate of Business Studies/Supervision, Emergency and Response Management, Past Unit Controller - Victoria SES Altona Unit, Police and Community Consultative Committee, Hobsons Bay Municipal Emergency Management Planning Committee and Kariwara District Scout Association, Altona Probus Club, Roadsafe Westgate Road Safety Council.

Ann Morrow
Ann Morrow was a teacher (1963 and 1972) who became CEO of the Victorian Ministry of Education (1988 – 91) during which time she was a member of the ‘Finn Review’ into Young People’s Participation in Education and Training. From 1991 to 1996 Ann chaired the Schools Council of the National Board of Employment, Education and Training and in 1996 established the Women’s Executive Development Program for the five universities of the Australian Technology Network.

In 1998 Ann received her Doctor Of Philosophy. (Her thesis was entitled: Changes to Commonwealth and State policies on schools and their impact on educational outcomes for socially disadvantaged secondary school students.)

Ann has been a Fellow of the Australian College of Education, a Trustee of the Dusseldorp Skills Forum, Deputy Chair of the Wynbay Local Learning and Education Network and a long-term member of Women’s Electoral Lobby.


Colleen Gates
Colleen GatesColleen is a Project Manager and Environmental Engineer with a Melbourne consulting company, CH2M HILL Australia Pty Ltd. She holds a bachelor degree in (Chemical) Engineering from the University of Melbourne and is a member of the Institute of Engineers Australia.

Colleen became a resident of Laverton 8 years ago and has since developed a keen interest in community activities and programs, with a particular passion for issues associated with road, rail and infrastructure.

Colleen is an active member of the Laverton Action Group and one of many community stakeholders engaged in the 3 year Laverton Community Renewal Project with the Department of Planning & Community Development and Hobsons Bay City Council.

Colleen is also currently involved with a number of key projects being developed in the western suburbs including the consultation committee for the most recent “Images of the West” art piece and is a member of the Laverton Station Taskforce Group who are looking to develop the Laverton train station precinct as a creative community hub in conjunction with recently announced rail infrastructure developments.

David Holland
David Holland has had an extensive and successful career in Education for over 40 years.

After graduating with a BSc and BEd from Melbourne University he worked for sixteen years predominantly in western suburbs schools as a teacher of Physics and Mathematics and in school administration as a Senior Teacher and Assistant Principal.

He gained a teaching fellowship and exchanged with a teacher from Maryland USA for one year. He was then appointed to the central office of the Education Department where he served in a number of HR areas including staffing officer, manager of IR and manager of the Performance Management Unit.

More recently David has managed the performing Arts Unit of the Department of Education “Joining the Chorus’; has worked in the electoral office of the Member for Gellibrand; he has conducted tours of the wholesale markets and has returned to the classroom to teach Mathematics at Victoria University.

He and his wife Liz have lived locally for over 30 years and David’s 5 children have all attended local state schools.
