Four year old Kindergarten
Four year old kindergarten is an early learning program for children in the year before they attend school, which aims to advance each child’s learning and development. Funded four year old kindergarten is offered throughout the municipality in community-managed kindergartens and long day care services.
Hobsons Bay City Council provides a Kindergarten Central Enrolment Scheme for locally based, community-managed, four year old kindergarten programs. The kindergarten central enrolment process ensures fair and equitable access to kindergarten services for all children.
Note: Victorian Government funded four year kindergarten programs are also run throughout the municipality by private providers such as childcare centres. Please contact these providers directly in relation to their enrolment process and their fee schedule.

Children are eligible for four year old kindergarten if they turn four prior to 30 April in the year they attend.
Families can apply for a community managed kindergarten program once their child turns two years of age.

All families have access to 15 hours of funded kindergarten per week (600 hours per year). Session times and fees vary between services; however a rebate is available from the Victorian Government for families who have a health care card, pensioners concession, veteran’s affairs and those with refugee status.

Enrolment for community based kindergartens within Hobsons Bay is centrally managed under the Four Year old Kindergarten Central Enrolment Scheme Policy(DOCX, 312KB) which:
The Policy provides the framework for a kindergarten central enrolment application process incorporating Victorian Government allocation and funding criteria that:
- offers kindergarten places fairly and equitably
- supports children who meet ‘high priority’ criteria
- prioritises families who are Hobsons Bay residents/ratepayer
- is developed on the basis of local community needs and connection

The Victorian Government provides funding to contribute to the operation of a funded four year old kindergarten program and to ensure families on an eligible subsidy card can attend a kindergarten program up to 15 hours per week free of charge. Kindergarten fees are set by individual services in consultation with Council taking into account a number of factors including affordability for families as well as the operational costs associated with each individual service
Kindergartens are managed directly either by a voluntary parent committee of management or by an early years management provider (not for profit early years organisation).
Registrations can be submitted using the Kindergarten Parent Portal (see below), by hard copy application or emailed.

An application fee of $18 non refundable, is required on registration which can be paid by credit/debit card, cash or cheque. Please not that applications lodged through the Parent Portal will require payment by a credit card (eligible cardholders exempt)
Eligible Card Holders are exempt from the application fee:
Some of the cardholders eligible include a valid health care, pensioner’s concession, or veteran’s affairs card or those with refugee status.

Kindergarten places are allocated in the year before your child is due to attend a four year old kindergarten program.
Council will notify families between July and November in the year prior to kindergarten attendance, offering your child a kindergarten place. If your preferred kindergarten is full, you will be offered a place at one of your other choices where possible.
Kindergarten places are allocated in accordance with the Hobsons Bay Priority of Access Guidelines located on the Council’s website(DOCX, 312KB).

Early Start Kindergarten and Early Start Extension Grant
Early Start Kindergarten (ESK) is designed to enable children who can most benefit from early childhood education access to two years of kindergarten service. The Early Start Kindergarten Extension Grant is available for children who have accessed ESK funding as a three year old but are ineligible for the kindergarten fee subsidy in the year before school. It is also available to all Aboriginal and Torres Strait Islander children enrolled in sessional or integrated programs in long day care services, whether or not they have previously accessed ESK. No Jab, No Play – Victorian Government Legislation
The Government’s No Jab No Play laws require all children to be age-appropriately immunised before placement at kindergarten can be confirmed. Please note confirmation of the placement cannot occur until immunisation documentation has been received, assessed and found acceptable by the kindergarten at which the place has been offered. You will be contacted directly by the kindergarten requesting this documentation. Conscientious objection is not an exemption under this legislation. The online Parent Portal is a four year old kindergarten online registration system where parents/guardians can both register their child for kindergarten and manage their details and preferences directly.
The portal will enable families to enrol for funded four year kindergarten and make changes such as:
- creating new enrolments for each child
- viewing, assessing and updating their child’s information
- changing preferences
- deferring year of attendance
- uploading circumstances
- cancelling applications
- responding to kindergarten offers process
An online portal account has been used to allocate kindergarten places from 2017 onwards.
Families who have already enrolled for 2017 have been contacted by the Kindergarten Access Officer regarding an online portal account. Please note that families who have already enrolled their child will not need to register for four year old kindergarten.
Families who have already enrolled for 2018 and 2019 will have a Portal Account created for them and will be contacted by Council with the details.
